In an alternate timeline, the United Nations Of America and Japan have won World War II after the Atomic Bomb is dropped on Berlin in 1945. By 2009, Japan has become the second strongest country in the world. Although Japan is a prosperous nation, an underground antigovernment organization, Hureisenjin, has been building its forces up. When it attacks an artifacts exhibition in Seoul, special agent Sakamoto Masayuki is brought in to investigate.
Sakamoto soon discovers that Hureisenjin is controlled by Inoue, a influential political figure who was also the host of the attacked exhibition. As Sakamoto digs deeper, he begins to find fragments of hidden truths and publicized lies, and the fact that Korea is still under complete control of Japan. He is soon set up by his fellow JBI (Japanese Bureau of Investigations) members and arrested. But when he barely escapes with the help of a friend, Sakamoto becomes determined to uncover the entire story.
